Proposal to prohibit animal testing for cosmetics and domestic chemicals

A member of the State Duma (the Russian Parliament) has submitted a proposal to the Ministry of Healthcare of Russia to make amendments the Technical Regulation on the Safety of Perfumery and Cosmetic Products (ТR СU 009/2011) which would prohibit animal testing of cosmetics and domestic chemicals.

The member of Parliament has acknowledged that the Technical Regulation which is currently in force in Russia and other Customs Union member states (Belarus and Kazakhstan) allow testing of cosmetics and domestic chemical products “either on animals or with the use of alternative biological models”.

According to the MP, animal testing is a barbaric method from the ethical point of view. “Testing basically means slow and cruel killing of animals in laboratory conditions”.
