Russia: Amended list of regulated narcotics, psychotropic substances and their precursors

As of 1 January 2019, the list of controlled narcotics, psychotropic substances and their precursors has been amended. The list of such substances and their precursors was adopted by Decree No. 681 of 30 June 1998. As a result of the amendments, several substances were added to List I and II.

List I (prohibited narcotic substances) was supplemented by the following positions:

  • (Benzo [d] [1,3] dioxol-5-yl) -N-methylpropan-1-amine (M-ALPHA);
  • N- (2- (dimethylamino) cyclohexyl) -2- (3,4-dichlorophenyl) -N-methyl acetamide (U-51754);
  • N - ((2- (1H-Indol-3-yl) -1,3-thiazol-4-yl) methyl) -N-ethylethan-1-amine and its derivatives;
  • N-methyl-1- (thiophen-2-yl) cyclohexan-1-amine (TCM) and its derivatives; and
  • 4 - ((1- (3-Methoxyphenyl) cyclohexyl) methyl) morpholine (3-MeO-PCMMo);
  • Ibogaine (12-methoxy-ibogamin);
  • Mephtetramine (MTTA)
  • Iso-pentedrone; and
  • (Methylamino) -1- (3-fluorophenyl) propan-2-one

List II (controlled narcotics and psychotropic substances the circulation of which in Russia is restricted) was supplemented by a number of positions, including:

  • (2Z)-2-(1-Hexyl-1,2-dihydro-2-oxo-3H-indol-3-ylidene) Hydrazide Benzoic Acid (MDA-19);
  • (3'-Carbamoyl- [1,1'-biphenyl] -3-yl) -N-cyclohexylcarbamate (URB-597);
  • ((Bis (4-fluorophenyl) methyl) sulfinyl) -N-methylacetamide (modafiends); etc

The amendments also revise the Criminal Code of the Russian Federation by setting out “significant”, “large” and “very large” amounts of the above substances the possession of which is subject to criminal proceedings.
