Import licensing for gravel, crushed stone and similar products

From 1 January 2016 to 30 June 2016 Russia has imposed compulsory import licenses for crushed stone, gravel, and the products the components of which are crushed stone, gravel and sand.

The licenses are to be issued to importers of the relevant products by the Ministry of Trade and Industry.

Revised methodology for the calculation of fire safety risk for buildings and structures

Amendments have been made to the provisions regulating calculation values for individual fire safety risk, statistical data on the frequency of fires in buildings, the provisions regulating evacuation and other provisions. The amendments enter into force on 15 January 2016.

Simplified requirements for security equipment of premises where narcotic and psychotropic substances are being handled or stored

The amendments impose less strict requirements for the technical equipment of premises where narcotic and psychotropic substances are being handled, to the equipment of premises with fencing devices, etc.

The amendments will permit the organisations handling the relevant substances to incur less expenses for securing the premises without actually compromising on security.

Vehicle utilization charge has been increased by 65%

The Government has raised the vehicle utilization fee by 65%. The Decree adopting this requirement entered into force on 1 January 2016. This requirement will affect vehicle manufacturers and importers.

Created Single State Information System for recording wastes resulted from the use of products

The authority responsible for maintaining and operating the System is the Federal Service on the Supervision of the Use of Natural Resources.

Proposed law for preliminary medical examinations of certain categories of workers

Workers employed in public food provision, water supply sector, medical and children organisations and some other categories of workers are to be subject to preliminary medical examinations pursuant to a separate procedure. Currently, preliminary medical examinations of all categories of workers are regulated by one document, which is Order No. 302n of 12 April 2014. The proposal aims to adopt a separate regulation for medical examinations of workers employed to perform epidemically “risky” tasks.
