Russia: the Law on Standardisation entered into force

The Law on Standardisation in the Russian Federation No. 162-FZ dated 29 June 2015 partly entered into force on 29 September 2015 except a number of provisions which enter into force on 1 July 2016.

The adopted Law provides the main legislative framework for the standardisation as well as for  the use and implementation of national and international standards.

The law sets out the principles of standards application. According to the Law, the use of standards is voluntary, except when they are used for certain purposes (e.g. state secret protection) or, for instance for products manufactured for state defence purposes.

The use of a national standard is also compulsory for manufacturers if they have publicly declared compliance with such a standard.

Another important change introduced by the adopted Law is the possibility to refer to national standards and informational-technical reference books in statutory instruments.
