Russia: Proposal to make associations responsible for reporting on recycling

The Ministry of Natural Resources and Ecology has submitted a proposal that would impose liability on associations of manufacturers and importers to report on the fulfilment of recycling targets within concept of extended producer responsibility (EPR). Currently, only importers and manufacturers of products subject to EPR are required to submit such reports.

The amendments would also clarify which products and packaging are subject to the extended producer responsibility and exclude from the scope of EPR any products that are not finished products and that are imported into Russia as components or raw materials to be used for the production of other goods.

The amendments would also introduce a revised reporting form. Part II of the existing form would be amended. Part II is named “Information on Finished Products, Including Packaging of Such Products Subject to Recycling after the Loss of Consumer Properties”.
