Russia: Proposal to postpone compulsory registration for environmental polluters

The Ministry of Natural Resources and the Environment has published a proposal according to which all environmental polluters will have to register themselves later than it was initially planned. The proposal would move the registration deadline one year forward (i.e. to 31 December 2017 instead of 31 December 2016).

According to the recently imposed requirement, all environmental polluters have to register themselves as such. This requirement is imposed by the Federal Law No. 219-FZ of 21 July 2014 on Amending the Federal Law on Environmental Protection and the deadline for registration was set to 31 December 2016.

However, as at 15 June 2016, the Government has not yet adopted the procedure for the creation and maintenance of the Environmental Polluters Registry. At the same time, the Administrative Offences Code already makes it an offence for an organization not to register itself on time as an environmental polluter.

 

Therefore, it has been proposed that the deadline for compulsory registration of environmental polluters is to be moved one year forward, i.e. to 31 December 2017.
