Russia: Published revised statistical reporting form on wastes

All organisations that perform “waste management activities” in Russia involving industrial and consumer wastes, are required to use a revised statistical reporting form for the period starting from 1 January 2017.

“Waste management activities” include collection, accumulation, transportation, processing, utilisation, neutralisation and disposal of wastes. 

Russia: Extended validity period for air emission limits

As of 27 July 2017, individual air emission limits set for facilities and their emission sources (so-called “PDV projects”), are to be valid for 7 years, instead of 5.  

Any facility emitting polluting substances into the ambient air is required to develop individual air emission limits (PDV Project) and to have it approved with the environmental authorities.

Russia: Proposed additional requirements to protect disabled, young and elderly consumers

A proposal has been submitted that would amend the Law of the Russian Federation on Consumer Rights Protection No. 2300-I of 7 February 1992. The proposal would impose additional requirements pertaining to product marking that aim to protect the rights of disabled persons, children and elderly consumers.

The amendments would include the following obligations:

Russia: Adopted fire safety identification requirements for buildings and structures

As of 30 July 2017, owners and operators of production, administrative or other buildings and structures are required to identify fire safety characteristics of such a building or structure. These and other amendments were introduced by Federal Law No. No. 244-FZ of 29 July 2017 that amended Technical Regulation on Fire Safety of the Russian Federation.

This means that for each building and structure the owner or operator must identify the following:

Russia: Stricter water protection requirements adopted

As of 1 January 2019, facilities discharging wastewater into centralized water discharge systems must do so on the basis of “wastewater composition norms” that are to be set individually for each facility.

The amendments adopted by Federal Law No. 225-FZ, clarify and define wastewater purification responsibilities of organisations using centralized wastewater discharge systems and organisations operating those systems.

Russia: Low-alcohol drinks containing tonics are prohibited from 2018

Starting from 1 January 2018 Russia prohibits production and sale of low-alcohol drinks containing tonics, except when they are intended for export outside Russia. The prohibition applies to drinks with alcohol content not exceeding 15% and containing certain types of tonics. The list of such tonics is to be adopted separately by the Russian Government.

Russia: Adopted Occupational Safety Rules for light industry facilities

As of 1 November 2017, light industry facilities are required to comply with the adopted occupational safety rules. The Rules apply to works and processes involving finishing works for fabrics and knitwear, production of non-woven materials, spinning, production of textiles and clothing, processing of leather raw materials, works involving leather tanning and finishing, fur dyeing and processing, production of clothing, footwear and other leather and fur products.

Russia: Adopted list of wastes banned from landfill

As of 1 January 2018 organisations generating certain types of wastes or those operating landfill sites will not be allowed to submit such wastes for landfill or to landfill them. The banned types of wastes contain useful components that must be utilized.

As of 1 January 2018, it will be prohibited to landfill 67 types of wastes, as of 1 January 2019- 109 types and as of 1 January 2021 – 182 types of wastes.
