This procedure was adopted by Decision No. 196 of 17 September 2013 of the Eurasian Economic Commission Collegiate.
From 1 October 2014 all transporters shipping goods by rail into the territory of the Customs Union of Russia, Belarus and Kazakhstan, must submit a prior notification to the authorities on the goods shipped into the Customs Union. The notification must be submitted at least 2 hours before the goods cross the Customs Union border.
The operators, representatives, expediters and other persons who own the goods and/or have the right to handle the goods, must submit the information on the goods to the transporter located in the territory of the Customs Union member state on the territory of which the goods enter the CU border. The information must be submitted to the transporter at least 4 hours before the arrival of the goods.
For goods which are to be put under the "customs transit" procedure at the point of arrival, the following information must be submitted:
- information on the sender, in accordance with the transportation documents;
- the country of dispatch and the country of destination;
- information on the transporter;
- information on the transport used for the international shipment of the goods;
- goods' name and quantity in accordance with the transportation documents;
- cost of goods, in accordance with the transportation documents (not required if the goods are being transported in accordance with the customs transit procedure from the customs point at the place of arrival to the Customs Union territory to the customs point where the goods are to be leaving the CU territory);
- the code of the goods in accordance with the Harmonised System or the Common Goods Nomenclature of the Customs Union (TN VED TS or FEACN) (no less than 6 first digits);
- weight of the goods or volume (size) of the goods as well as the quantity of goods in additional measuring units in accordance with the Harmonised System and TN VED or FEACN;
- quantity of cargo spaces;
- destination point in accordance with the transportation documents;
- information on the documents confirming that the applicable restrictions related to the transborder movement of the goods across the Customs Union border have been complied with;
- information on any planned reloading of containers or goods;
- estimated time of arrival;
- point of arrival.
For goods which are not intended to be put under the customs transit procedure OR if the transporter does not have the information on the goods being put under such a procedure, the following information must be submitted to the authorities:
- name and address of the sender;
- name and address of the receiver;
- name of the point of dispatch and of the point of destination;
- cargo spaces quantity, marking and types of packaging;
- name and codes of goods in accordance with the Harmonised System or TN VED TS (FEACN), with at least four first digits;
- weight brutto (in kilos);
- containers' identification numbers;
- estimated time of arrival; and
- the point of arrival.
