As of 9 December 2022, state labour inspectors are to use the adopted checklists during compliance inspections at facilities.
Seven checklists have been adopted, and each one must be used for a specific type of inspection or for a general occupational safety and labour law compliance inspection.
As of 1 June 2012, manufacturers and importers of personal protective equipment into the EAEU (Russia, Belarus, Armenia, Kazakhstan and Kyrgyzstan) are required to comply with the requirements set out in the Technical Regulation on the Safety of Personal Protective Equipment (TR TS 019/2011) – the EAEU TR on PPE.
As of 4 May 2018, organisations are to observe the revised occupational exposure limits (OELs) for 2495 substances. A Decree adopted on 13 February 2018 sets out maximum allowable concentrations (MACs) for 2495 harmful substances in the air of working zone.
The adopted revised OELs are compulsory for all types of organisations regardless of ownership and corporate structure.
A number of Hygienic Norms have been adopted that prescribe the maximum permissible concentrations for certain polluting substances in workplace air, ambient air of residential areas and in water bodies used for drinking and municipal purposes.
Workplace air
As of 26 August 2017, organisations that employ workers performing hazardous or harmful tasks are required to provide such workers with milk or other dietary food in accordance to the revised norms. The amendments were introduced by Order No. 186 of 30 June 2017.
As of 27 August 2017 organisations using in their production process any non-organic acids and alkaline, mercury, plastic, epoxy resins, carcinogens, mutagens, benzene and liquid nitrogen are required to comply with a consolidated set of occupational safety rules.
As of 23 May 2017 organisations that emit into the ambient air or into the air of working zones any microorganisms-producers and/or bacterial preparation components have to comply with the set concentration limits.
The recently published standards concern personal protective equipment for respiratory organs and eyes, special clothing, dielectric gloves and personal protective equipment that is to be used as fall protection during works at height.
GOST R ISO 13688-2016 “Occupational safety standards system. Special protective clothing. General requirements” contains requirements for ergonomics, safety, size labelling, wear and tear and general labelling of protective clothing.
Draft regulation on medical examination of employees is being discussed. However, most organisations which this regulation would impact, if adopted, do not support the proposal. The Russian Industry and Entrepreneurs Union (RSPP) has shown a negative reaction on the proposed expansion of categories of professions and workplaces with exposure to harmful or hazardous working conditions.
The draft revised medical surveillance procedure for workers is to be adopted in the near future. The public discussion of the revised draft procedure has just been completed and the draft procedure is undergoing the procedure of regulatory impact evaluation. The probability that the current draft of the procedure is around 65%.
