GEORGIA: Revised requirements for importing and using plastic and biodegradable bags

As of 2 January 2023, organisations importing or using plastic, compostable or biodegradable bags are required to comply with the revised requirements set out by the revised Technical Regulation.

The Technical Regulation applies to organisations involved in the production, import and (or) sale of plastic bags, oxo-biodegradable plastic bags, oxo-biodegradable plastic bags, biodegradable and (or) compostable bags on the territory of Georgia.

Ukraine: Extended Producer Responsibility (EPR) overview

The extended producer responsibility (EPR) framework in Ukraine has been introduced by the revised Law on Wastes (enters into force in July 2023). 

The responsible producers have to fulfil their EPR obligations either collectively – by joining a compliance scheme or individually – by setting up their own compliance system.

Belarus: Importers of packaging will require a licence

As of 21 February 2021 and until 21 August 2021, organisations importing certain types of packaging into the Republic of Belarus are required to obtain an importation licence.

The types of packaging the import of which requires a licence are those with the following customs tariff codes (TN VED codes):

Russia: Revised rules for the submission of EPR reporting

As of 1 January 2021, importers and manufacturers of products subject to the extended producer responsibility (including electrical and electronic equipment, batteries, textiles and packaging) as well as manufacturers’ associations are required to submit the relevant yearly reporting in accordance with the revised procedure.  The report must contain information about products released on the Russian market during reporting year, the fulfilment by a particular importer or manufacturer of the set utilisation / recycling targets for wastes that in
