As of 6 May 2020, amendments to the EAEU Technical Regulation on the Safety of Perfumery and Cosmetics (TR 009/2011) entered into force.
The amendments clarified the requirements for the composition of perfumes and cosmetics placed on the market of the Eurasian Economic Union (Russia, Belarus, Kazakhstan, Armenia and Kyrgyzstan).
In particular, the amendments have revised the lists of substances prohibited for use or allowed subject to restrictions in cosmetic products. In addition, the lists of permitted dyes, preservatives and UV filters have been updated. The amendments are aligning the provisions of the EAEU Technical Regulation with the EU Cosmetics Regulation.
Separate groups of goods are also identified for which microbiological indicators are not required to be determined. These are: nail polishes, oxidative hair dyes, hair removal products and other products where the existence and reproduction of microorganisms is impossible.
In July 2019, the EEC Board set out transitional provisions for the entry into force of amendments to the Technical Regulation on the Safety of Perfumery and Cosmetics 009/2011, which provide for a gradual transition to new requirements. All conformity assessment documents, adopted before May 5, 2020, are valid during their normal validity period. Documents on state registration issued before May 5, 2020, are valid until May 5, 2023. It is allowed to manufacture and place on the EAEU market (Russia, Belarus, Kazakhstan, Armenia and Kyrgyzstan) products for which such conformity assessment documents were issued, until the expiration date of such documents.
