The Eurasian Economic Commission (EEC) has commenced work on creating a system that will allow the countries of the Eurasian Economic Union (EAEU) to exchange information on measures taken to prevent or limit the sale or use of products that pose a serious risk to the health and safety of consumers. Thus, hazardous products (non-compliant with the requirements of technical regulations of the EAEU), identified on the market of a particular EAEU country, will be withdrawn from circulation or recalled from end users throughout the Union.
The system will be created within the framework of the integrated EAEU information system. Its participants will also be able to report on the results of state control measures (supervision); on the measures taken to eliminate the negative consequences of the revealed violations of compliance with the safety requirements of a particular EAEU Technical Regulation (TR); on all cases where products are sold without the required conformity assessment documents, etc.
The creation of the system is provided for in the draft Agreement on the principles and approaches for exercising state control (supervision) over compliance with the technical regulations of the EAEU in order to harmonize the legislation of the member states in this area. The project was prepared taking into account international regulatory documents and information on existing international systems.
According to the document, the authorized bodies of the EAEU countries should take all measures stipulated by law to prevent and curb the circulation of products that do not meet the requirements of the EAEU TR.
In the near future, a pilot project will be launched to form a system for informing about products that do not meet the requirements of the EAEU technical regulations. The Commission is developing a temporary procedure that will determine the requirements for interaction between the competent authorities of the Member States and the ECE in the framework of the pilot project.
