The representatives of the competent authorities of the EAEU Member States (Russia, Belarus, Kazakhstan, Armenia and Kyrgyzstan) have revised draft regulations that aim to implement EAEU Technical Regulation on the Safety of Chemical Products (041/2017) – the “EurAsia REACH”.
In particular, they have revised Draft Procedure for the Creation and Maintenance of the Registry of Chemicals and Mixtures and Procedure for the Notification of New Substances (the Procedure).
Draft Annexes 7 and 8 to the Procedure have been revised. Annex 7 contains the list of substances the use of which in the EAEU is to be restricted (“the restricted substances list”). The revised list includes a significantly larger amount of substances than the initial draft. It includes several groups of substances: carcinogens, mutagens, etc. However, this is not the final draft and could be changed in the near future.
Annex 8 to the Procedure has also been reviewed and revised. It is now called “General rules for the phasing and conduct of research (testing) of chemical products. Annex 8 contains the following chapters:
I. General rules for the phasing of research (testing) of chemical products
II. General rules for conducting research (testing) of chemical products
1. Physico-chemical properties of chemical products
2. Toxic properties of chemical products
3. Ecotoxic properties of chemical products
Each section presents the conditions under which it is not required to conduct a study (test) of the physicochemical, toxicological and ecotoxicological properties of chemical products.
