Georgia: Adopted Technical Regulation on the Content of Volatile Organic Compounds in Paints and Varnishes

As of 7 January 2025, importers and manufacturers of certain paints and varnishes are required to comply with the requirements of the adopted Technical Regulation (TR) on the content of volatile organic compounds (VOCs).

The adopted TR applies to the following paints and varnishes:

-          paints and varnishes (including enamels and varnishes) based on synthetic polymers or chemically modified natural polymers, dispersed or dissolved in an anhydrous medium (customs tariff code 3208);

-          paints and varnishes (including enamels and varnishes) based on synthetic polymers or chemically modified natural polymers, dispersed or dissolved in an aqueous medium (customs tariff code 3209);

-          other paints and varnishes (including enamels, varnishes and adhesive paints); Ready-made aqueous pigments for tanning (customs tariff code 3210 00).

Volatile organic compounds include any organic compound whose initial boiling temperature is less than or equal to 250°C when measured under standard pressure conditions of 101.3 kPa.

The TR prohibits to import any products subject to the TR requirements into Georgia if the content of volatile organic compounds in them exceeds the maximum permissible concentrations specified in Annex No. 2 to the Technical Regulation.

When placed on the market of Georgia, the products must have a label on which the following must be written in the Georgian language:

a) the sub-category of products and the maximum permissible concentrations of volatile organic compounds in g/l, in accordance with Annex No. 2 to the Technical Regulation;

b) the maximum content of volatile organic compounds in the product in g/l in the state that is ready for use.
