New set of non-tariff barriers introduced

The creation of the Eurasian Economic Union (EEU) resulted in the introduction of the new set of non-tariff regulations for certain products.

Decision No. 30 of 21 April 2015 on Non-tariff measures introduced lists of products the import of which into the EEU (i.e. Armenia, Belarus, Kazakhstan and Russia) is prohibited. These include:

- some types of hazardous wastes (e.g. magnesium dust, rubber wastes, wastes contaminated with polychlorinated dibenzofurans or with polychlorinated dibenzodioxins etc. ) with a reference to the Basel Convention on transboundary movement of hazardous wastes,

- printed materials and media, including those promoting terrorism and extremism,

- certain types of fishing nets and equipment; and

- products made of harp seals and harp seal pups, such as fur or skins.

The new procedure will require an import or export permit for certain products and substances, included into Annex 2 to the Decision. These products include:

  • Certain types of hazardous wastes, such as wastes contaminated with organic cyanides, unsorted waste batteries, etc.;
  • Some wild fauna, flora and plant raw materials;
  • Minerals, including some semi-precious stones;
  • Narcotic and psychotropic substances and their precursors, including acetone (60% or more), hydrochloric acid (15% or more), sulphuric acid (45% or more), toluene (70% or more), etc.;
  • Coding and decoding devices;
  • Cultural heritage products;
  • Human body organs and tissues, blood and its components, biological samples of human origin.

The decision also sets out the procedure for the issue of import and export permits and licences for a particular type of regulated product or substance.
