Road transporters of alcohol containing products the packaging of which complies with the requirements of the Customs Union Technical Regulation on the Safety of Packaging (TR TS 005/2011), are not required to obtain a licence for this transportation.
"Alcohol containing products" are those with the content of ethanol exceeding 25% of the total volume of the finished product (e.g. extracts, sauces, essences, colourants, etc.).
A letter clarifying this requirement was issued on 18 June 2013 by the Federal Service of Alcohol Market Regulation.
Normally, road transport of alcohol containing products requires a licence, as of 1 July 2013 and in accordance with Decree No. 648 of 28 June 2012. A licence, for road transportation of alcohol-containing products is issued by the Federal Service of Alcohol Market Regulation.
