As of 14 December 2017 manufacturers and importers of tumble dryers are required to comply with the adopted Technical Regulation (TR).
The purpose of the TR is to provide consumers with information on energy consumption of tumble dryers and to harmonise Ukrainian legislation with the law of the European Union (Commission Delegated Regulation (EU) No 392/2012 of 28 September 2010 supplementing Directive 2010/30/EU of the European Parliament and of the Council with regard to energy labelling of household tumble driers).
The TR applies to tumble dryers that mains-operated as well as gas-fired household tumble dryers and in-built tumble driers (including those used for non-household purposes).
The TR does not apply to combined domestic washer-dryers and domestic spin-extractors.
Suppliers and dealers are required:
- to ensure that each product is supplied with a printed label and microfiche in the format as set out in Annex 1 and Annex 2 respectively;
- to ensure that information contained on the label and in the microfiche complies with the Ukrainian legislation on the use of languages;
- to develop technical documentation containing information that is sufficient to evaluate the accuracy of information specified on the energy label and to provide it to the market surveillance authority on request;
- to ensure that each household tumble drier bears, at the point of sale, the energy label provided by suppliers and that the label is attached on the front or top of the tumble dryer and is clearly visible.
If tumble dryers are offered for sale, hire or leasing or any other way where the end-user is not able to inspect the actual product displayed, the dealer must provide to the end user the information in accordance with Annex 4. Tumble driers offered for sale, hire or hire-purchase online must be accompanied with information specified in Annex 5.
Any advertisement for a specific model of household tumble dryer must contain a reference to the product energy efficiency class, if the advertisement discloses energy-related or price information. Suppliers and dealers must also provide any technical promotional material concerning a specific model of household tumble drier which describes its specific technical parameters and it shall include a reference to the energy efficiency class of that model.
The information provided on the energy label and microfiche must be obtained by reliable measurement procedures carried out in accordance with the national standards that are in line with the EU harmonised standards.
Annex 6 sets out verification procedure for market surveillance purposes.
Annex 7 regulates energy efficiency classes and condensation efficiency classes.
Annex 8 regulates the method to be used for calculating the Energy Efficiency Index and the average condensation efficiency.
There is a six-month transitional period for tumble dryers that are already in circulation on the market.
