In 2018 manufacturers and consumers of ozone depleting substances (ODS) in Russia will have to comply with the set maximum volume of each particular ODS that is to be consumed or manufactured.
Consumption and manufacture restrictions for ODS are set by the Russian Government in order to implement Russia’s obligations under the Montreal Protocol that requires to phase out the use and manufacture of ODS with the view of their complete prohibition by 2030.
The following consumption and manufacturing volumes have been set for particular types of ODS:
- CHFC12, 132,345 tons (manufacture in the Russian Federation);
- CHF2Cl, 4852,64 tons (manufacture in the Russian Federation);
- CH3CFC12, 1159,1 tons (import into the Russian Federation); etc.
The Government sets maximum ODS consumption and production thresholds on a yearly basis and such thresholds are based on notifications submitted by organisations and sole traders intending to import or produce ODS.
Law: Direction No. 2371-p of 23 October 2017 on Setting Consumption and Manufacturing Volume Thresholds for Ozone Depleting Substances in the Russian Federation for 2018
