Until 1 January 2019, the requirements of subsections 6.8.2.3 and 6.8.2.4 of Annex A of the European Agreement concerning the International Carriage of Dangerous Goods of September 30, 1957 (ADR) concerning type approval certificates as well as requirements for the inspection and tests of tank-vehicles, demountable tanks, tank-containers, tank swap bodies battery-vehicles or MEGC will not apply in the territory of the Russian Federation.
This means that the regional divisions of the State Traffic Police are instructed to ensure the issuance or extension of the validity period of certificates for the admission of vehicles for the transport of dangerous goods through the territory of the Russian Federation without requiring the applicants to certify the type of tank and to comply with tank inspection and tank testing requirements.
The amendments to that effect were adopted by Decree No. 285 of 16 March 2018 on the Application of Provisions Set by Clause 3 of the Rules for the Transportation of Goods by Vehicles
