As of 1 January 2021, employers operating in Russia are required to comply with the revised occupational safety rules for works at height.
The revised rules have a new requirement to evaluate occupational risks associated with working at height.
If possible, employers should completely eliminate works at height. If this is not possible or not feasible, employers must develop and implement measures aimed as mitigating professional risks associated with works at height (e.g. a hazard of workers falling from height).
The revised rules require that the plan of rescue and evacuation measures must include the following information:
- the procedure for making decisions on the situation and non-resumption of work;
- ways and methods of emergency communication with the work manager and emergency services;
- safe area and evacuation routes to such an area;
- systems for rescue and evacuation of the victim;
- places and methods of fastening rescue equipment and equipment used for the evacuation of the victim;
- ways and means of lifting and lowering rescue workers to the victim;
- methods of safely lowering or lifting the victim into a safe area;
- rendering first aid to the victim.
