As of 2 June 2023, space heaters and combination heaters placed on the market in Moldova are required to comply with the adopted ecodesign requirements.
The adopted requirements are in line with the EU Commission Regulation No. 813/2013 implementing Directive 2009/125/EC of the European Parliament and of the Council with regard to ecodesign requirements for space heaters and combination heaters. The are also partly in line with the EU Council Directive 92/42/EEC.
The adopted Regulation does not apply to:
1) heating installations specially designed for the use of gaseous and liquid fuels produced predominantly from biomass;
2) heating installations using solid fuel;
3) incinerators provided for in annex no. 1 to Law no. 271/2022 on industrial emissions;
4) heating installations that generate heat only for the supply of hot water - drinking or for household needs;
5) heating installations designed for heating and distributing gaseous heat carriers such as vapours or air;
6) cogeneration plants for space heating with a maximum electrical output of at least 50 kW;
7) heat generators designed for heating installations and heating installation frames that must be equipped with such heat generators placed on the market before January 1, 2018 to replace identical heat generators and identical heating installation frames. The replacement product or its packaging must have a clear indication which heating system it is intended for.
The Regulation sets out a number of definitions, such as:
- heating installation - installation for space heating or a combination heating installation;
- space heating installation - a device that supplies heat to a water-based central heating system to achieve and maintain a desired level of internal temperature in an enclosed space such as a building, house or room, and is equipped with one or more heat generators;
- dual-functional (combination) heating installation - a space heating installation which is also designed for the production of heat for the purpose of heating potable or domestic water up to certain temperatures, in certain quantities and at certain costs at certain intervals, and which is connected to an external source of drinking water or water for household needs.
Any space or combination heater must undergo a conformity assessment procedure before it can be placed on the market in Moldova.
Annexes to the adopted Regulation contain additional provisions necessary for the implementation of ecodesign requirements, as follows:
- Annex 1 contains definitions used in order to implement the provisions of Annexes 2 -5.
- Annex 2 contains ecodesign requirements for a seasonal energy efficiency associated with the heating of premises.
- Annex 3 contains measurements and calculations.
- Annex 4 sets out market surveillance provisions applicable in Moldova.
- Annex 5 provides indicative values.
- Annex 6 sets out the type approval procedure
