As of 12 March 2018, training procedure for safety advisers on the issues of dangerous goods transportation has been clarified. In particular, the amendments clarify that:
- in order to obtain a certificate of professional training the candidate advisers must receive training in accordance with one of the training programs approved by Order of the Ministry of Transport of Russia No. 175 of 23.06.2016 and successfully pass the required exams;
- training on the relevant approved training program for safety advisers must be carried out by a specialised organization performing educational activities and implementing additional professional programs (professional development programs, retraining programs);
- the certificate of completion of training is issued by the territorial agency of Rostransnadzor (the Russian transport supervision authority) within three working days from the date of acceptance of the application for the certificate (the amendment also approves its recommended format) and upon confirmation of the payment of the state duty.
