The Ministry of Natural Resources and Ecology published draft order that would adopt revised templates for the notification forms used for transboundary waste movement operations and/or transboundary waste shipment operations.
The adoption of new forms does not require any immediate actions on part of waste senders, receivers or transporters.
The reason for revising the forms is to implement Russia’s obligations pursuant to the changes to the Basel Convention on the Control of Transboundary Movement of Hazardous Waste regarding the revision of notification forms.
The public discussion on the draft has been finalised on 7 June 2017.
The first template form is a notification of a transboundary movement of waste (Annex 1) and the shipment of waste notification form is the second template form provided in Annex 2 to the draft Order.
The draft order also contains a list of abbreviations and codes used to indicate a type of waste disposal and waste recuperation operations. It also contains the instruction on completing the notification forms.
If adopted, the draft order is to enter into force 10 days after its official publication.
