As of 6 April 2018, organisations performing planning, renovation, capital refurbishment and operation of heated buildings and structures have to comply with the adopted energy efficiency requirements. The requirements apply to buildings and structures that are heated and equipped with heat-consuming installations, electric receivers, water-separating devices or devices operating on natural gas, with the aim of providing consumers with energy resources and utilities.
Operators and builders will comply with energy efficiency requirements if they comply with the specific annual consumption of:
- energy resources for the purposes of heating and ventilation of all types of buildings and structures;
- electrical energy for general house needs and heat energy for hot water supply.
For newly constructed buildings (including residential apartment buildings), buildings and structures, the specific characteristic of the heat energy consumption for heating and ventilation is to be gradually reduced in relation to the specific characteristic of the consumption of heat energy for heating and ventilation of low-rise residential single-family buildings or the specific characteristic of the consumption of heat energy for heating and ventilation from July 1, 2018 - by 20%, from January 1, 2023 - by 40%, from January 1, 2028, by 50%.
The requirements also contain technical provisions ensuring that the energy efficiency parameters have been achieved as well as additional technical requirements that are to enter into force in 2023 and 2028.
