As of 10 November 2018, importers and manufacturers of products subject to recycling, reuse and recovery (utilisation) are required to pay the revised fee rates if they do not perform utilisation of these products (i.e. either themselves or by joining a compliance scheme or by entering into a contract with a waste disposal operator). The fees will apply to products placed on the market as of 2018 within the framework of extended producer responsibility (EPR).
The list of products for which the revised fee rates apply has been aligned with the list of products subject to the utilisation (extended producer responsibility) adopted by Direction No. 2970-r of 28 December 2017. There are now 54 product groups instead of 36.
Newly created product groups include batteries and accumulators, electrical cables, lighting products, hand held instruments, combustion engine filters, steel packaging, household electrical devices, polymer packaging, textile packaging, etc.
The names of some product groups have been clarified, including “Corrugated paper and cardboard, packaging made of corrugated paper and cardboard”, “Paper bags and sacks”, “Petrochemicals”, “Tyres”, etc.
The highest product fee rates are to apply to TV and monitors, household electronic equipment, computing equipment, optical and photographic equipment, communication equipment, household non-electrical devices, industrial refrigerating and ventilating equipment (RUR 26,469 per one ton) and to batteries (RUR 33,476 per one ton).
