According to the clarification of the environmental authorities (RosPrirodNadzor), office operators that only generate and accumulate waste are not considered “environmental polluters” of any of the four categories and therefore, are not required to be registered in the Environmental Polluters Registry.
The authority reminds that criteria for assigning a facility to an environmental polluter category (I-IV) were adopted by Decree No. 1029 of 28 September 2015. These criteria do not include waste generation or accumulation. Therefore, if an office operator generates and accumulates wastes but does not perform any activity with a negative impact on the environment then this operator is not to be considered “environmental polluter” and will not be required to have itself registered as such.
