As of 10 March 2017, all facilities operating major hazard installations (MHIs) are required to identify such MHIs and register them in the state MHI Registry in accordance with the revised procedure. Furthermore, as of 1 January 2018, such facilities must use the list of standard MHI names for the identification of MHIs and their hazard classes.
The revised procedure was adopted by Order No. 495 of 25 November 2016. The Order does not require any immediate actions on part of facilities that have already identified and registered their MHIs in the state MHI registry.
The revised procedure requires all organisations to identify all MHIs they are operating. The identification must be performed on the basis of the planning and project documentation, MHI safety declaration (if available), any technological regulations, information on the quantity of hazardous substances handled at each installation or facility, etc.
All MHI operators must apply (to the RosTechNadzor) for the registration of such MHIs within ten working days from the date they have commenced operating the MHI in question.
