Environmental polluters
According to the Russian legislation, “environmental polluters” are all companies that have a negative impact on the environment. Such companies are required to have themselves registered as environmental polluters (for the first time - before 31 December 2016).
As of 28 September 2015 manufacturers and importers of certain products and packaging are formally required to either recycle wastes generated from the use of such products themselves or to sign a contract for recycling with a recycling operator.

DRAFT Amendments to working time restrictions for drivers
The Ministry of Transport has proposed to optimize restrictions imposed on the working time of drivers. The amendments are to affect organisations and facilities that employ drivers operating vehicles belonging to such organisations and that are incorporated or registered in Russia.
Environmental fees are payable in Russia for negative impact on the ambient air, water resources or waste disposal.
Small and medium enterprises (SMEs) must calculate and pay the environmental fee for 2016 before 1 March 2017.
Decision No. 23 of 15 March 2016 of the Eurasian Economic Commission Collegiate sets out the transitional provisions for entering into force of the amendments to the Technical Regulation on the Safety of Perfumery and Cosmetics.
Decree No. 284 of 9 April 2016 sets the rates for product utilization (environmental) charges, within the concept of extended producer responsibility (introduced in 2015). The charges are set in roubles per one tonne, for each of the 36 relevant product groups.
Revised guideline for risk assessment of major hazard facilities
As of 25 January 2017 manufacturers and importers of cosmetic products in the EAEU (the former Customs Union) will have to issue a conformity declaration pursuant to one of the prescribed schemes: 3d, 4d or 6d.
