As of 4 January 2021, organisations performing construction or renovation of buildings and structures are required to comply with the adopted minimum energy efficiency requirements.
The Minimum Requirements have been drafted based on data that was calculated for reference buildings, taking into account the requirements for the thermal performance of building envelopes and the energy efficiency of engineering systems (including equipment) of buildings, according to an economically viable level, taking into account the cost of discounted total costs of implementing measures to improve the level of energy efficiency in relation to the estimated service life of each reference building.
The requirements depend on the functional purpose of a particular building, the height of the building and the type of construction work (new construction, reconstruction, major repairs).
These minimum requirements do not apply to:
- construction works aiming to restore individual structures of buildings and structures, in order to eliminate the consequences of emergencies (accidents) and restore the functioning of objects intended to ensure the life of the population, without changing their geometric dimensions;
- to reconstruction or capital refurbishment of parts of a building (premises or their combination), that to not constitute separate stand-alone parts of this building.
