Manufacturers and importers of television sets will be required to provide consumers with information on energy consumption characteristics of such television sets, when the adopted Technical Regulation (TR) enters into force. It is intended that TR will enter into force six months after its official publication.
UPDATE: The Technical Regulation on Energy Efficiency Labeling of Televisions is to enter into force on 2 December 2017.
The purpose of the TR is to provide consumers with product information on energy consumption of televisions and to harmonise Ukrainian legislation with the EU regulations, such as Commission Delegated Regulation (EU) No 1062/2010 of 28 September 2010 supplementing Directive 2010/30/EU of the European Parliament and of the Council with regard to energy labelling of televisions.
When the TR enters into force, manufacturers will have to ensure that each television is accompanied by a printed label. The label must be provided in the prescribed format. Each product must also be supplied with a product file containing information that indicates compliance with the technical regulations.
Manufacturers and sellers must ensure that any technical promotional material concerning a specific television model, which describes its specific technical parameters, includes the energy efficiency class of this model.
Manufacturers are required to provide complete and accurate information about their products' energy efficiency classes. Energy efficiency information that is to be provided in the product microfiche must include the following:
Name and/or trademark of the manufacturer;
- TV model;
- Energy efficiency class of the television in accordance with Annex 8 to the TR;
- The size of the external screen diagonal (in centimetres and in inches);
- Power consumption during on-mode which is to be measured in accordance with the procedure set out in Annex 6;
- Annual energy consumption calculated in accordance with Annex 9 to the TR (in kWh per year, rounded to the nearest integer) and expressed in the following format: ‘Energy consumption is XYZ kWh per year, based on the power consumption of the television operating 4 hours per day for 365 days. The actual energy consumption depends on how the television is used.";
- Power consumption during standby and off-mode or both, measured pursuant to the procedure set out in Annex 6 to the TR;
- Screen resolution measured in actual horizontal and vertical pixels.
One microfiche may include information on several models produced by the same manufacturer.
At the point of sale each TV unit must have the label in the format set out by Annex 1, at its front panel. The label must be clearly visible and unobstructed.
Where televisions offered for sale, hire or hire-purchase in such a way, where the end-user cannot be expected to see the actual television (e.g. sale by a catalogue), the dealer must provide the end user with the information in accordance with Annex 4 to the TR before the transaction. For televisions offered for sale, hire or hire-purchase online, information must be provided in accordance with Annex 5 to the TR.
Any advertisement for a particular television model must contains the energy efficiency class, if the advertisement reveals any energy-related or price information.
Any technical promotional material for a particular television model, which describes its specific technical parameters, must include the energy efficiency class of that model.
The energy efficiency label must be provided in the format set out by clause 1 of Annex 1. This label must be provided for televisions placed on the market after the TR enters into force. The following energy efficiency classes may be applied: A ++, A +, A, B, C, D, E or A +++, A ++, A + , A, B, C, D.
The label provided in the format prescribed by clause 2 of Annex 1 must be applied for televisions released on the market as of 1 January 2020. The following energy efficiency classes may be applied: A+++, A++, A+, A, B, C, D.
