Manufacturers and importers of packaging would be required to participate in the newly introduced deposit system. In order to participate in the deposit system, they would be required to mark packaging containers with special deposit labels. These deposit labels are to indicate that consumers may return the packaging to a particular collection point for used packaging and immediately receive reimbursement for each unit of returned packaging.
The deposit system would apply to any cardboard and paper packaging (coated with polyethylene and other polymer films, resins, paints, paraffin foil that do not dissolve in water), metal containers (iron, copper, aluminium, tin coating) , glass, polymer packaging and other containers used for drinks.
The deposit system would not apply to containers intended for export, alcoholic beverages, products transported through Ukraine in transit and packaging used for baby food.
The purpose of the draft law is to promote recycling in Ukraine by way of introducing a deposit system which is to encourage the return of used packaging. The purposes for the introduction of the deposit system, include the maximum use of waste as secondary raw materials, reducing the negative impact on the environment, etc.
