Uzbekistan: Adopted Technical Regulation on the Safety of Tobacco Products

As of 1 January 2025, importers and manufacturers of tobacco products in Uzbekistan are required to comply with the adopted Technical Regulation (TR) on the Safety of Tobacco Products in Uzbekistan. The adopted TR applies to tobacco products and devices intended to consume tobacco or nicotine.

The adopted Technical Regulation on the Safety of Tobacco Products does not apply for products that are:

-          Intended for export or transit;

-          Imported by organisations not for sale but as testing or exhibition samples;

-          Imported into Uzbekistan by individuals for personal use and without any intention for further distribution.

The list of products and devices to which the adopted TR applies is set out in Annex 1 to the adopted TR. The list contains product names, descriptions and their customs tariff codes (TIF TN) according to the classification that is valid in Uzbekistan.

The list includes cigars (TIF TN 2402 10 000 0), filtered cigarettes (TIF TN 2402 20 900 0), cigarillos (TIF TN 2402 10 000 0), pipe tobacco (TIF TN 2403 19 900 0), electronic nicotine delivering systems (TIF TN  8543 400 0), etc.

All products subject to the adopted TR must undergo a conformity assessment procedure for compliance with this TR.

Paragraph 3 of the TR regulates health warnings that must be used on tobacco products. The warnings must be provided in Uzbek and Russian languages. A set of photos that must be used on packaging as a part of health warnings is provided in Annex 6 to the Technical Regulation.

Annex 2 sets out the limits for harmful substances content in tobacco products. For example, the content of DDT must not exceed 0.02 mg/kg.
