As of 21 May 2017, manufacturers and importers of packaging are required to comply with the revised Technical Regulation on the Safety of Packaging.
Decision No. 96 of the Council of Eurasian Economic Commission adopted on 18 October 2016 amended Decision No. 769 of 2011 that adopted Technical Regulation on the Safety of Packaging.
The amendment revises a number of definitions and makes other drafting amendments, for example, the term "digital signature' is replaced by "digital code".
The amendment imposes requirements for packaging handles which must be securely attached to the packaging and must sustain the intended load.
Other requirements, such as those pertaining to the packaging properties and regulate its chemical resistance, water resistance, and others, were also revised.
According to the amendment labelling must contain information about the material content of the packaging in order to facilitate the collection and utilisation (recycling) of the packaging. Labels must be durable and resistant to abrasion.
Additional requirements were imposed for the organoleptic characteristics of food-contact packaging (including packaging that comes into contact with baby food).
The amendment also revises the procedure for the adoption of a declaration of conformity and excludes from the scope of the Technical Regulation any packaging of medical products, pharmaceuticals, tobacco or packaging that is intended for road, rail, sea and air transportation.
