EEU: Simplified conformity assessment procedure for textiles
Decree No. 284 of 9 April 2016 sets the rates for product utilization (environmental) charges, within the concept of extended producer responsibility (introduced in 2015). The charges are set in roubles per one tonne, for each of the 36 relevant product groups.
The timeframe was set for Kyrgyzstan for the entry into force of EEU Technical Regulations. It was adopted by Decision No. 11 of 26 January 2016 of the Eurasian Economic Commission. The TRs will become mandatory in Kyrgyzstan on different dates, and the last one to become mandatory is the TR on automotive and aviation fuel which is to become fully mandatory on 12 August 2021.
The TRs are to be enforced in Kyrgyzstan in four “batches”.
Manufacturers and importers of certain products (such as electrical equipment - EEE, textiles, glass and paper packaging, etc.) will have to comply with the set collection targets for 2015-2017. For all products the collection targets for 2015 and for most products, including WEEE for 2016, the collection targets have been set to “zero”.
The creation of the Eurasian Economic Union (EEU) resulted in the introduction of the new set of non-tariff regulations for certain products.
As the European Union has introduced a new sanctions "package", Russia may, in response, introduce an additional import ban on clothes, wine, vehicles, luxury goods, fridges and petrochemicals from EU or the US. There is no final list and no draft regulation imposing this ban but, as the state officials say, certain response measures are sure to be introduced.
As from 1 September 2013 Russia has abolished the 5% import customs duty which was imposed on mobile phones, modems and tablets. This measure has been introduced in connection with Russia recently joining the WTO. WTO membership requires Russia to abolish or decrease its import customs duties for hundreds of products.
