EAEU: Draft amendment to Technical Regulation on Safety of Equipment Working Under Excessive Pressure
The letter issued by the Russian labour safety authority (RosTechNadzor) explains that all technical personnel working with electricity must undergo first-aid training with a specific focus on practical electric-shock treatment.
According to the legislation, any person subjected to any injury that poses a hazard to the person’s life or health, must be provided with a first aid. Only specially trained persons are allowed to provide such a first aid (Federal Law on the Health Protection of Citizens No. 323-FZ).
Revised Rules for obtaining compulsory insurance for major hazard installations
The revised rules set out requirements for conclusion, amending, extending or terminating a contract for a compulsory civil liability insurance for owners of major hazard installations (the Contract).
State labour safety inspection “Sanoatgekontechnazorat” has submitted a number of amendments to the legislation regulating operation of major hazard installations. If adopted, the draft law would require operators of major hazard installations (MHIs) with the number of workers 50 or more, to create special service that would perform self-monitoring of compliance with industrial safety requirements. The service must consist of qualified personnel.
Revised requirements for the issue of special water use permits
The adopted law amends the provisions regulating the issue of special water use permits. In particular, it revises the provisions setting out grounds for the termination of the right to use a water body, provisions on granting the right to an organization to perform special use of a water body, etc.
As of 10 March 2017, all facilities operating major hazard installations (MHIs) are required to identify such MHIs and register them in the state MHI Registry in accordance with the revised procedure. Furthermore, as of 1 January 2018, such facilities must use the list of standard MHI names for the identification of MHIs and their hazard classes.
What will be checked during a state labour safety inspection?
As of 16 June 2017 facilities operating major hazard installations are required to perform or to organize the performance of non-destructive testing (NDT) of equipment, buildings and structures at such installations in accordance with the adopted methods. The following NDT methods are prescribed by the adopted norms:
Occupational exposure limits, HS management, health and safety training, H&S management, occupational safety rules
Environmental liability, waste management, air protection, water management, hazardous substances management, dangerous goods transportation, use of chemicals…
Cosmetics, food, electronics, chemicals, clothing, textiles, other consumer goods
