Russia: Defined authorities responsible for issuing licences for transboundary waste shipments
Organisations and sole traders operating category I or II facilities, must develop technological norms in order to be able to apply for an integrated environmental permit or to have this permit revised.
Technological standards for the mentioned categories of facilities must contain the following information:
The manual is recommended to be applied when inspecting the technical condition of vertical cylindrical steel overground isothermal tanks used or storage of liquefied hydrocarbon gases and liquid ammonia at a temperature not lower than minus 105 degrees Celsius and an overpressure not exceeding 0.02 MPa.
Integrated environmental permits are issued to legal entities and sole traders operating category I environmentally hazardous facilities. One permit is to be issued for each separate facility with a negative impact on the environment, including a linear facility following an application submitted by the operator.
As of 1 January 2019, the list of controlled narcotics, psychotropic substances and their precursors has been amended. The list of such substances and their precursors was adopted by Decree No. 681 of 30 June 1998. As a result of the amendments, several substances were added to List I and II.

As of 14 May 2019, importers and manufacturers of products subject to mandatory labelling with identification marking are required to comply with the adopted Rules.
As of 4 September 2018, manufacturers and importers of products subject to the extended producer responsibility (EPR) must follow the revised procedure for calculating and paying the environmental charge. The said manufacturers and importers are required to pay the environmental charge if they do not themselves perform the utilisation (reuse, recycling, recovery etc.) of the products subject to the EPR they place on the Russian market.
