Decision of the Board of the EurAsian Economic Commission of 28 September 2022, sets out a transitional period for the amendments that were introduced to the EAEU TR on Cosmetics and Perfumery 009/2011.
Transitional period has been set as follows:
As of 15 April 2023, cosmetics and perfumery imported into the EAEU must comply with additional restrictions. Decision of the Council of the Eurasian Economic Commission dated April 15, 2022 N 64 "On Amendments to the Technical Regulations of the Customs Union "On the Safety of Perfumery and Cosmetic Products" (TR CU 009/2011)" amended the EAEU TR on Cosmetics and Perfumery and extended the list of substances the use of which in cosmetics and perfumery is prohibited.
The EurAsian Economic Commission Board has updated the lists of standards the voluntary use of which ensures compliance with the EAEU Technical Regulation on the Safety of Perfumery and Cosmetic Products.
The list of standards has been supplemented by three new standards.
As of 1 January 2021, organisations importing certain products and substances into Ukraine are required to obtain import licences and/or to observe the set importation quotas.
The list of products subject to export quotas includes precious metals (gold and silver) and scrap precious metals.
During a retail sale, the information about the code of any product marked with an identification mark must be contained in the sales receipt. Each product unit must indicated in a separate line in the receipt.
1. Tyres
As of 1 August 2020, Belarus has adopted 14 interstate standards (GOST) for perfumery and cosmetic products. The standards regulate safety indicators, methods of their control and measurement, as well as some terms and definitions. The documents were developed by the Belarusian State Institute of Metrology (BelGIM).
As of 6 May 2020, amendments to the EAEU Technical Regulation on the Safety of Perfumery and Cosmetics (TR 009/2011) entered into force.

The Government has commenced an experiment on marking perfumery products with identification signs. The experiment is to be conducted from 1 July 2019 to 30 November 2019.
As of 6 May 2020 manufacturers and importers of cosmetics and perfumery into the EAEU are required to comply with the revised Technical Regulation (TR) on the Safety of Cosmetics and Perfumery.
The amendments to the TR were introduced by Decision No. 32 of 29 March 2019 (published 6 May 2019).
