Ukraine: Proposed Technical Regulation on Safety of Toys

Manufacturers and importers of toys may soon have to comply with the safety requirements that would be imposed by the draft Technical Regulation on the Safety of Toys. The draft Technical Regulation on Safety of Toys was proposed on 29 August 2017 and has been developed on the basis of the provisions of the EU Directive on Safety of Toys (“the Toys Directive 2009/48/EC”).

Belarus: Introduced product energy efficiency requirements

As of 1 September 2017, manufacturers and importers of external power supply sources (EPS) are required to perform compulsory energy efficiency certification for these products. As of the same date, manufacturers and importers of as well as single-speed asynchronous (induction) three-phase electric motors are required to issue a declaration of conformity with energy efficiency requirements.

EAEU: Revised lists of standards for the Technical Regulation on Cosmetic Products

As of 30 September 2017, manufacturers and importers of cosmetic and perfumery products are to use the revised list of standards in order to ensure presumed compliance with the Technical Regulation on the Safety of Perfumery and Cosmetics (TR TS 009/2011) and the revised list of compulsory standards prescribing testing methods and sample taking procedures for the same Technical Regulation.  

EAEU: Revised lists of standards for the Technical Regulation on oils, lubricants and special liquids

As of 30 September 2017, revised lists of standards apply to the Technical Regulation on oils, lubricants and special liquids (TR TS 030/2012). The revised lists were adopted by Decision of the EurAsian Economic Commission Collegiate No. 111 of 28 August 2017.  

The purpose of such a revision was to ensure the possibility of more efficient compliance with the requirements imposed by the TR on lubricants, oils and special liquids.

Kazakhstan: Adopted Technical Regulation on general fire safety requirements

As of 6 September 2017, all organisations operating buildings or structures and/or using flammable substances or electrical equipment or those that own or operate any fire fighting equipment are required to comply with the provisions of Technical Regulation (TR) “General Fire Safety Requirements”.

The TR requires facilities to implement the following measures:

Russia: Organisations that own waste disposal facilities will not have to contract external waste disposal operators

Draft amendment to Federal Law on Industrial and Consumer Wastes and to some other regulatory instruments aims to exempt organisations that dispose of (neutralize, landfill or recycle) wastes at their own waste disposal facilities from having to contract an external waste disposal operator. In order to be able to qualify for this exemption, the organization would have to submit documentary evidence that it has the possibility to neutralize, landfill and/or recycle solid municipal wastes at its own facilities.

Russia: Proposal to make associations responsible for reporting on recycling

The Ministry of Natural Resources and Ecology has submitted a proposal that would impose liability on associations of manufacturers and importers to report on the fulfilment of recycling targets within concept of extended producer responsibility (EPR). Currently, only importers and manufacturers of products subject to EPR are required to submit such reports.
