Russia: Handling used gas and oil pipes is considered waste management

The Federal Agency on the Supervision of the Use of Natural Resources has published a clarification on handling steel used oil and gas pipes.

The Agency explained that the Federal Classification Waste Catalogue (FKKO) includes a group of wastes called “used steel oil and gas pipes”. Therefore, such used pipes are considered as “wastes” and their handling is regulated by the Federal Law on Industrial and Consumer Wastes No. 89-FZ.

Russia: Safety requirements for the operation of x-ray inspection systems

As of 26 November 2017, all organisations that produce, sell, test, assemble, service or operate x-ray inspection installations with the maximum energy of up to 15 MeV (e.g. those used for luggage inspection) are required to comply with the adopted safety rules. The Rules to not apply to x-ray scanners used for the inspection of people.

Russia: Adopted requirements for lighting devices and electrical lamps

As of 1 July 2018, manufacturers and importers of lighting devices and electrical lamps used in AC circuits for lighting are required to comply with the adopted requirements. These requirements were adopted by Decree No. 1356 of 10 November 2017 that implements the provisions of Federal Law No. 261-FZ Energy Saving and Increasing Energy Efficiency and aims to reduce energy consumption and to initiate the gradual phase-out of less efficient lamps in Russia. 

EAEU: “Traffic lights” for food packaging

The heads of designated food safety authorities of the EAEU member states have met as a Council and discussed the possibility to introduce colour-coded food labelling.

Currently, the main instrument regulating food labelling is Technical Regulation on Food Labelling. It sets out requirements to indicate product name, its composition, storage conditions, shelf-life and other information that enables the consumer to make an informed choice.
