Russia: Amended list of products subject to compulsory certification

As of 1 January 2018, manufacturers and importers of certain products and product categories are no longer required to obtain conformity certificates for such products.

Decree No. 855 of 17 July 2017 amended the list of products subject to compulsory certification (adopted by Decree No. 989 of 1 December 2009).

Kazakhstan: Adopted the list of GHG emission factors

As of 28 August 2017, revised greenhouse gas emission factors apply to facilities performing certain types of activity, including energy generation, production of cement, ammonia, phosphorus, etc. Greenhouse-gas (GHG) emission factors are set in the CO2 equivalent and are to be used to estimate emissions arising from producing a certain product unit.

Kazakhstan: Adopted regulation on the state OHS examination for senior managers of major hazard facilities

As of 29 August 2017, senior managers and heads of major hazard facilities will take the required occupational health and safety and industrial safety examination in accordance with the adopted regulation. The regulation imposes obligations on the state agencies that conduct the examinations. The examination is to be conducted by the Committee of Industrial Development and Industrial Safety (of the Ministry of Investments and Development) of Kazakhstan.

Russia: Draft safety requirements for lifting equipment

Federal Service on Environmental, Technological and Nuclear Supervision (RosTechNadzor) is planning to amend safety rules for major hazard facilities operating lifting equipment.

The existing safety rules apply to different types of lifting equipment, including:

EAEU: Draft Plan for the Development of Inter-state Standards Necessary to Implement the EAEU RoHS

Draft Decision was published on 30 June 2017 that aims to adopt the program for developing interstate standards that containing rules and methods for tests, research and measurements (including sample taking rules) necessary for the implementation of the requirements of the EAEU Technical Regulation on Restriction of the Use of Hazardous Substances in Electrical and Electronic Equipment (TR EAEU 037/2016).

EAEU: Draft Agreement for Common Labelling System of Goods with Control (Identification) Signs

The Eurasian Economic Commission has published, on 8 August 2017, a draft agreement that would establish the legal framework for the common system of labelling products with control (identification) signs.

If the agreement is adopted, it would put in place a system where certain products will be marked with an “identification means” or a “material carrier” which will be used for product identification purposes.

Ukraine: Revised rules for the development of occupational health and safety instructions

When the Rules enter into force, all employers will be required to follow them when developing their internal occupational health and safety instructions. The Rules were adopted by Order No. 526 of 30 March 2017 and will enter into force from the date of their official publication. As at 21 August 2017, the Order has not been officially published.

Russia: Published revised statistical reporting form on wastes

All organisations that perform “waste management activities” in Russia involving industrial and consumer wastes, are required to use a revised statistical reporting form for the period starting from 1 January 2017.

“Waste management activities” include collection, accumulation, transportation, processing, utilisation, neutralisation and disposal of wastes.
