Interstate standard on labelling of cosmetics and perfumery – in force since 1 January 2014  

Interstate standard GOST 32117-2013 “Perfumery and cosmetics. Information for consumers. General requirements” is in force since 1 January 2014.

The standard applies to perfumery and cosmetics in consumer packaging released for circulation in the territory of the countries which have adopted the standard: Armenia, Belarus, Kyrgyzstan, Russia, Tajikistan and Uzbekistan.

In Russia, the standard replaced the national standard GOST R 51391-99 with the same name which was officially repealed as of 1 July 2014.

The use of the standard GOST 32117-2013 ensures compliance with the requirements of Technical Regulation TR TS 009/2011 on the Safety of Perfumery and Cosmetic Products pertaining to product marking (labelling).

The official list of standards the voluntary use of which ensures compliance with the TR TS 009/2011 requirements has not yet been updated and still includes the revoked standard.

GOST 32117-2013 contains detailed requirements pertaining to labelling (marking) of both primary and secondary packaging of perfumery and cosmetic products as well as on the packaging used for sets of perfumery and cosmetic products. For example, the product name is to be specified on both primary and secondary packaging and the product composition may be provided on the secondary packaging only.
