Russia: Adopted requirements for lighting devices and electrical lamps

As of 1 July 2018, manufacturers and importers of lighting devices and electrical lamps used in AC circuits for lighting are required to comply with the adopted requirements. These requirements were adopted by Decree No. 1356 of 10 November 2017 that implements the provisions of Federal Law No. 261-FZ Energy Saving and Increasing Energy Efficiency and aims to reduce energy consumption and to initiate the gradual phase-out of less efficient lamps in Russia. 

The Decree imposes energy efficiency requirements and operational characteristics applicable to lighting devices and electrical lamps.

According to the Decree, energy efficiency requirements for lighting devices and electrical lamps are to be implemented in two stages:

Stage 1: 1 July 2018 - 31 December 2019,

Stage 2: from 1 January 2020 onwards. 

During Stage 1 and 2 all lighting devices and lamps used for general lighting purposes are required to comply with the energy efficiency requirements and operational characteristics set out by the adopted Decree.

During Stage 2 the level of active power loss in starting and regulating devices of lighting devices used in public and industrial buildings must not 8%.
