Ukraine: Adopted Technical Regulation on Energy Efficiency Labelling of Air Conditioners

On 24 May 2017 Decree No. 360 of the Cabinet of Ministers approved Technical Regulation (TR) on energy labelling of air conditioners.

The TR has been drafted on the basis of the EU Regulation 626/2011 which implements EU Directive 2010/30/EU on labelling for energy-related products.

The TR No. 360 will enter into force 6 months after its official publication.

The adopted TR sets out requirements for the EE labeling as well as the provision of auxiliary product information for air conditioners that operate on the mains, used for cooling or heating with a rated capacity of no more than12 kW  and released for circulation on the Ukrainian market.

According to the TR, conditioner suppliers are required to:

  • Provide a printed label for each product unit. The energy efficiency label must specify the energy efficiency class of the conditioner (pursuant to Annex 1 to the TR);
  • Provide a microfiche for each product (the requirements for the microfiche are set out in Annex 3 to the TR);
  • Develop and have available for market surveillance authorities the required technical documentation (the requirements for the TD are set out in Annex 4 to the TR);
  • Display energy efficiency class of a conditioner in any advertisement for a specific model of a conditioner, if such an advertisement provides energy-related or price information; 
  • Provide each conditioner with an instruction manual (user instructions);
  • Ensure that in the packaging, advertising materials and technical documentation for all single-duct conditioners, such appliances are called “local conditioners”.

At the point of sale, all air conditioners must have the label provided by the supplier and located on the outside of the front or top of the conditioner. The label must be attached in such a way that it remains clearly visible and unobstructed.

Where air conditioners  are offered for sale or hire in such a way that the end-user is not able to see the actual product, the dealer must provide the end user with the information provided by the supplier in accordance with Annexes 4 and 5 to the TR.

All air conditioners placed on the market after date of entry into force of the TR, must display the labels specifying the relevant energy efficiency classes.

Air conditioners placed on the marked from 1 January 2019 must bear another type of labels (allowing for more EE classes), except for single and double duct conditioners.

There is a 6-month transitional period for products already released for circulation before the date the TR enters into force.
