A member of the State Duma (the Russian Parliament) has submitted a proposal to the Ministry of Healthcare of Russia to make amendments the Technical Regulation on the Safety of Perfumery and Cosmetic Products (ТR СU 009/2011) which would prohibit animal testing of cosmetics and domestic chemicals.

Three new draft Technical Regulations have been published for public discussion:

All importers of light industry products must submit, together with the customs declaration, a document certifying conformity of the goods with the requirements of the Customs Union Technical Regulation on the Safety of Light Industry Products (TR CU 017/2011 or TR TS 017/2011).

The EurAsian Economic Commission proposes that all goods imported into the Customs Union are to be subject to a prior notification. Currently, a compulsory prior notification exists only for goods imported by road transport vehicles. The notification procedure was adopted by Decision No. 899 of 9 December 2011 and has been in force since 17 June 2012.
From 1 September 2013 the import duty for goat meat (except fresh or cooled carcasses and semi-carcasses) is to be reduced from 20% (but no less than EUR 0,2 per kilogram) to 17,5% (but no less than EUR 0,175 per kilogram).
From 26 July 2013 special import customs duty will be set for certain types of grain harvesting machines. This measure was introduced to protect the Belorussian, Russian and Kazakh manufacturers of the mentioned equipment.
