When do the EEU Technical Regulations enter into force in Kyrgyzstan?

The timeframe was set for Kyrgyzstan for the entry into force of EEU Technical Regulations. It was adopted by Decision No. 11 of 26 January 2016 of the Eurasian Economic Commission. The TRs will become mandatory in Kyrgyzstan on different dates, and the last one to become mandatory is the TR on automotive and aviation fuel which is to become fully mandatory on 12 August 2021.

The TRs are to be enforced in Kyrgyzstan in four “batches”.

EAEU: Cosmetic Technical Regulation Amended

As of 25 January 2017 manufacturers and importers of cosmetic products in the EAEU (the former Customs Union) will have to issue a conformity declaration pursuant to one of the prescribed schemes: 3d, 4d or 6d.

Ukraine: Approved the form of the conformity mark and the marking procedure

As of 10 February 2016, manufacturers and importers of products that are subject to Technical Regulations, must ensure that the conformity mark placed on such products is in compliance with the requirements pertaining to its form and size as well as the marking rules.

Ukraine: Cosmetic products legislation is to be harmonized with the EU requirements

Ukrainian manufacturers and importers of cosmetic products will have to comply with the new Technical Regulation on Cosmetic Products once it is adopted. Draft TR on Cosmetic Products has been harmonized with the EU Regulation on Cosmetic Products EC No. 1223/2009.

Adopted the revised list of standards ensuring compliance with the Technical Regulation on Cosmetics

As of 19 September 2015 manufacturers and importers of perfumery and cosmetic products are to use the revised list of standards the voluntary use of which ensures compliance with the Technical Regulation on Cosmetics, TR CU 009/2011.

Russia might allow import of certain products without brand owners’ permission

Federal Anti-monopoly Service (FAS) has sent to the Vice-Premier a list of products for which they propose to allow the parallel import – without brand owners’ permission. The list is said to include cosmetics, perfumery, soft drinks and hygienic products, such as nappies. Also, the list may include pharmaceuticals, vehicle spare parts and medical products.

Russia amends the legislation on alcohol-containing cosmetics

As of 1 June 2015, the manufacturers of cosmetic products with the alcohol content exceeding 0,5% will require a licence for this activity (previously, a licence was only compulsory for the manufacturer of cosmetic products with the alcohol content exceeding 1,5% .

Started public discussion of draft amendments to the list of standards for perfumery and cosmetic products

16 February 2015 is the commencement date for the public discussion of draft amendments to the list of standards the voluntary use of which ensures compliance with the Technical Regulation of the Customs Union on the Safety of Perfumery and Cosmetic Products (TR TS (TC) 009/2011).

Interstate standard GOST 32117-2013 “Perfumery and cosmetics. Information for consumers. General requirements” is in force since 1 January 2014.

Russia may impose an import ban on additional products

As the European Union has introduced a new sanctions "package", Russia may, in response, introduce an additional import ban on clothes, wine, vehicles, luxury goods, fridges and petrochemicals from EU or the US. There is no final list and no draft regulation imposing this ban but, as the state officials say, certain response measures are sure to be introduced.
